Who Does K'STAR Serve? Youth & Family Services - Is for boys and girls 0 through 17 years old to help reduce and prevent the problems of runaway and truant behavior as well as to reduce the risk of abuse and/or neglect by providing timely and appropriate short-term services to eligible youth and their families. Priority is placed on supporting and strengthening the family unit. Consequently, services provided to the youth and the family while the youth remains in their home is preferred. Short-term emergency shelter is available for youth whose immediate return home is not advisable. Children in Protective Custody - The K'STAR Emergency Shelter is licensed to house twenty children from the ages of birth through 17 years old who have been taken out of their homes by the State of Texas. These children may stay at the shelter anywhere from one to 90 days. They attend Kerrville Independent School District and participate in K'STAR group counseling sessions. Juvenile Probation - K'STAR contracts with the Juvenile Detention Center to shelter youth who are in custody but do not present a threat to the other shelter population. These are the children who need supervision and placing them in the juvenile justice system would jeopardize their safety or create bigger problems for the youth. Other Services - K'STAR is available to Police Departments, County Sheriff Departments and Department of Public Safety to place children for a short period of time at the shelter for their protection and safety when a parent has been incarcerated.
